I think that Betsy Ross made the flag, but Francis Hopkinson designed it. First, we know that Betsy Ross owned a seamstress shop, so we know she had the ability to make a flag. Second, she had a connection with George Washington, Colonel Ross, and Robert Morris, making it possible that she could have made the flag. Now there is Francis Hopkinson. There is proof that he designed a naval flag so he could of possibly made the flag for the patriots. Now you know what I think about who made the flag.
